Ethical Challenges in Academic Research: Policy Options for Promoting Scientific Health

Abstract

Research ethics in the health system poses serious challenges. The pressure to publish articles, a quantitatively-oriented promotion system, and weak oversight have exacerbated the incidence of research misconduct. This situation threatens both the credibility of scientific achievements and the quality of health services. Resolving this issue requires coordinated actions. The priority is to shift the promotion system from quantitative to qualitative, which must consider indicators such as social impact and innovation. In addition, continuous education on research ethics for all stakeholders, emphasizing the consequences of misconduct, is essential. Establishing independent and transparent oversight mechanisms to prevent misconduct should also be placed on the agenda. The key point of such a transformation is that improving research ethics is a gradual process and demands adequate time. Success in this path requires commitment of managers, allocation of sufficient resources, and active participation of researchers. The Ministry of Health can guide this transformation through inter-sectoral coordination and establishing appropriate incentives. Ultimately, promoting research ethics is not a choice, but an inevitable necessity to maintain scientific credibility and improve the quality of health research.
